The daytime privacy effect is achieved by a balance of light. During the day there is more light outside the property than inside, therefore a reflective/mirrored appearance would be visible on the outside of the property, creating  privacy without reducing the visible light from inside the property. 

At night this effect reverses, therefore the privacy would be reversed, and blinds or curtains would be required.
